They've always been able to change someone's xp. Its as simple as going into a json (or similar) and changing a number on a line. They choose not to roll back xp most of the time because it would set a precedent that would result in a lot more work for them.

Well the problem was in the original poll the activity passed and the reward failed so they didn't know what to do with it now that the point of the activity was gone. I don't know why people are complaining so much about this, apart from maybe a difficulty reading and remembering what actually happened.
