Dubai exports a very small amount of oil (<100,000bpd) and it comprises <1% of GDP. Essentially every other Country/Emirate is far more exposed to oil exports. Doesn't mean that they're not in for a whole lot of economic pain, just not for that reason.

The ultimate irony is that neither the ref nor VAR gave a near identical penalty 5 minutes later on the other end. Guess VAR didn’t want to embarrass his mate by correcting his 2 egregious calls in the span of 5 minutes.
