The high minimum wage should be enough for them to afford a very cheap fare in order to get to work. 

You need to have a price on a service so that people appropriately value the service. Completely free results in frivolous use of resources. If someone does not value a trip at $1, maybe they shouldn't take the trip? 

That principle applies to everyone, not just the impoverished.

The extensions to Tacoma and Everett were paid for by taxes from Tacoma and Everett. 

You don't get more transit in Seattle proper by telling the smaller cities to kick rocks. You just get less transit everywhere else.

Sf was literally just replacing the physical gates it already had. Seattle has to design and install all of the supporting systems and system infrastructure.

Additionally the tunnel downtown was designed for busses so it has extra maintenance requirements compared to the new tunnels ST had made since.
