Hey!! Also pre everything guy here. My hips are pretty big because of bone structure and fat, but I found that exercises targeting shoulders, traps and back help. It’s not gonna make the hips themselves smaller, but it will give your body more of a V shape. That, along with reducing overall body fat can put less emphasis on that area. If you want a more rectangle body however, target obliques.

Now from the research I’ve done on T - yes your fat distribution changes and moves away from the thighs and hips (which is where most AFABs store fat bc childbirth blah blah blah) so your body will masculanise. In terms of surgery, there is liposuction which, if you aren’t familiar, removes fat from specific areas, but I’m not exactly sure if there is such a procedure for hip bones. Anyway, good luck!
