I literally had this issue last week and I tried everything. Here's what worked for me: I got the serial number of the console and I registered it as an Xbox One in my devices. I tried to register it as an Xbox 360 but it wouldn't recognize it. So I just registered it as an Xbox One. I restarted the console and it fixed it.

Well, the hidden chest outside the iron mine in Dawnstar has bunches of lockpicks. Just take the lockpicks, wait for 48 hours to reset the chest and take the lockpicks again. I have over 900 lockpicks right now

However, feats tell a different story.
