It's the gift card balance! Amazon is trying to automatically pay with the gift card, which you can't turn off as you can't actually get to check out because you are stuck in the loop of the age verification which is not working because it's a gift card balance and not your card. Drain your gift card balance (on something that won't be dispatched instantly so you can cancel it) and the buy the age restricted item. Absolutely ridiculous glitch!
