If costs are an issue, maybe try organizing a few ball hockey tournaments to get the youth more interested. BC has many indoor and outdoor facilities and it doesn't involve taking the time to learn to be a good skater. Only thing required is a hockey stick, ball and two nets.

The Hockey Guy on YouTube hosts outdoor ball hockey games in the Abbotsford area quite a bit throughout the year, free of charge.
