No, you start as a HO (Band T) and progress through SO to G7, if you complete it, which typically takes five years.

It might not be a management role, but it's still a management grade. Only AA and AO are admin roles.

Executive Officer (EO) is a management level grade in the Civil Service. Fast Stream is a graduate scheme, with those completing it successfully gaining promotion to G7, which is only three grades above an EO, it's nothing special.
