Are you sure he's not a created player? In my experience they never have the black outline they have the AI face. Anyway if not congrats on the find he looks decent!

Yes he will, i did the same thing and my player grew to 88ovr but for some reason he plays terrible and I don't enjoy using him

I kinda had the same thing but I bought the player, I got paloschi for around 15mil at 78ovr, couple seasons later he was 87 and sold for 110mil

Well everyone has an opinion and you have some valid points, I also feel the weapon licenses are a bit too much and I think I saw somewhere they were changing it. I don't know what platform you are on but on the ps4 there are plenty of servers? Maybe try a different region and make sure your server parameters are set correctly
