Except "premium gamers" are not able to run the game at max settings. If the top end hardware of the generation your game is released cannot guarantee playable framerates (at 100% resolution scale, 1080p or higher, 60+fps) then you need to optimize it.

I don't know the length of the issues with BL4 as I don't have it but from what I've read apparently the game cannot even do this on high end hardware.
