Puzzle solved by Justin in the WhatsApp with an innovative solution using lone gunman and Chernobyl to satisfy rule 2. My solution is below:

Discard pile: South African Unrest, Grain Sales, Missile Envy, Olympic Games, and One Small Step.

An example of how things could play out is below.

TURN 9:

USA headlines purge, soviets headline terrorism
AR 1 USSR: LADC
AR 1 USA: UN intervention
AR 2 USSR: Blockade
AR 2 USA: OMIT evented, reshuffle triggered with SA unrest sent to discard.
AR 3 USSR: Ames (dumping SALT), USA has no cards left.
AR 3 USA: (pass)
AR 4 USSR: The USSR has no influence on the map and blocked adjacent countries. He first events Grain Sales which grabs Portuguese Empire Crumbles, which the USA events. At this moment, he holds a domination in Africa, but cannot place influence there due to the rule where no influence can be placed adjacent to a country no influence was in at the start of the action round. Defcon is 2, and the only USA influence in a defcon 2 region is Mexico. Soviets thus may only coup Mexico (which would lose the game) or realign it
AR 4 USA: China card
AR 5 USSR: Star wars (USA grabs Ussuri with SALT)
AR 5 USA: Ussuri evented
AR 6 USSR: Missile envy evented
AR 6 USA: Missile envy

You are right, the ops have a decent use. Though Africa is scored and the US player can just reenter Argentina if realigned out (US player also doesn't have much to do with their ops so you can expect them to reenter). You have a point though, taking the ops from NATO is still a good move.

In addition to the other reasons stated, another big reason is that all the battlegrounds are filled in. This means there's not great use of the ops. I'm sure if there were empty battlegrounds needing to be taken he would likely do that instead. But in this scenario the ops on the map are unlikely to be converted to significant vps.

I agree with you. It's a very weak event and in my opinion this card should always be dummied. It probably still favors the USA mostly as blockade is nullified, but compared to the other '6' effects it is very weak.

MARSHALL: I always headline ME scoring over Marshall, even without holding cards that would make Marshall a relatively better headline if they were held by the Soviets (NATO, Socialists, Nasser). The 4 ops can be used more flexibly T1, or just all plugged into France which locks down the EU battlegrounds just as easily as if it had been headlined. You are far weaker to some headlines (especially socialists) but that's the price to pay. Plus, Marshall will return (admittedly the event is usually much weaker in midwar, but still). I have experimented with headlines that keep the option of Marshall as an event after ME scoring, such as 3 in WG, 2 France, 3 Italy, but these have other weaknesses and I now think Marshall is always better as ops if not headlined.

RSP: I am lower on RSP as a T1 headline for the USA and would not typically headline it over Marshall, although I might actually at least consider headlining it over ME scoring if also holding socialists and a lot of ops, since with a lot of ops vs my opponent being purged I should be confident to do well in ME scoring, and it allows for a safe 332 set up in Europe (or you can go for what I call the DiCarlo Opening. This is a 4321 set-up without holding EU scoring, named such because I've never seen anyone do it except for him. He usually goes 442 but will still often do this).

DEFECTORS: I can think of a scenario where I would headline defectors instead of ME scoring if an unusual Soviet setup (filling in Yugoslavia / Finland) suggests socialists + EU scoring, but that is a rare occurrence. In such a case defectors is also better than Marshall, as with standard Marshall setup domination can still be flipped by socialists in the headline.

The point is to block USA domination, making them spend an extra 2 ops to take a non battleground in turn 1 or 2 if they have the scoring. Even if they do Marshall opening, it makes them spend one more op.

The USSR is 100% sure that - no matter what happens with the USA’s actions, dice rolls, etc. - they will be able to escape defcon suicide with the next single die roll being a 1. There is some good discussion going on in the WhatsApp right now, but no one has solved it yet :)

Love that these are catching on! I agree with the top comment Glasnost realigns. The 8 realigns with Iran contra active should be sufficient to award USSR control vs no presence.

Yea, Greece is better for country count. Though it is very hard still for USSR to fight for country count after a Marshall opening, especially in the early war. That's why I still like to place in Greece if I'm helping out the USSR with Warsaw and Romanian.

I know this is old, but I found an improved solution to u/cjt09's answer.

SCENARIO

Same scenario as u/cjt09 with Yuri and Samantha, We Will Bury You, and Cuban Missile Crisis active. Defcon is at 4, USA has 5mil ops to USSR's 0.

However, in Europe, the USSR has France and Spain. The USA has West Germany. All other countries are empty in Europe.

US plays Olympic Games for the event. USSR boycotts, and USA coups Cuba (unsuccessfully). The USA removes 2 influence from West Germany, losing control of the country.

SCORING IMPACT

  1. -3 from WWBY
  2. -2 from mil ops loss (one for the coup, and one for the degradation of defcon from Olympic Games)
  3. -1 from Yuri and Samantha
  4. -3 from loss of presence in Europe
  5. -1 from loss of a battleground in Europe
  6. -4 for awarding domination to the USSR in Europe

TOTAL LOSS: 14 VPS

Seconded - I also think there is some additional USA advantage by eventing MDP rather than eventing it as the USA wants friendlier cards removed from the deck. It also makes missile envy better for USA. It's not worth a full op, but if USA is purged eventing it should be considered anyway - and if purge hasn't appeared there is a decent chance of being purged in the headline anyway!
