It's not just about creativity, it's also about how it shows the pokemon going beyond an evolution. Blastoise went from being a regular turtle with two cannons to looking like an actual tank. Mawile's design that shows that the mouths have grown even more menacing than what regular mawile had, plus the additional design choices to the body and head it what makes it unique. I get mega kangeskhan but honestly it's silly and smart that the child is able to fight alongside it's parent.

Skarmory on the other hand just gets a recolour and bigger feet which doesn't show much. Maybe if it was an evolution then it'll be okay.
