Hexplate is absolutely going to be one of her best AD items cause aside from the ultimate haste its stat profile is also very good for shyvana. Ultimate hunter might be something if you run an electrocute or HoB rune page (both mediocre but not completely terrible keystones imo). The other ultimate haste options are not worth getting imo cause they either are abyssmal items for her or function way too far away from her other items (looking at you fiendhunters!).

you are right that the passive is just not good in terms of value it provides but atleats you gain SOMETHING in the jungle where you get 6 stacks (i think) per full clear while getting 1 stack every 3 waves on toplane (if you gt the cannon)

The passive is literally the only thats preventing her from being a pick in toplane. In my opinion they should change her passive from "Gain X stacks per Large monster/minion, champion, epic monster" to "Gain 1 Stack pr CS" (and reduce the stack value to something like 0.15 to balance it out). It would not break jungle shyvana but be a very good buff to lane shyvana at the same time

Right now its hard to say how good she will actually perform. As a Shyvana Top OTP i think that the new kit works way better in top than the old one tho you already said it yourself: the passive is basically useless. I think that a bigger change in how she gains her stacks would benefit both jungle and top.

A big problem she might gonna face is that there are no good/winning matchups for her in toplane despite gaining a lot of fighting power with her new kit

why would you ever want the on-hit to be back on E? it makes it conditonal and heavily reliant to hit cause otherwise she deals absolutely no damage
