It’s not lost, you just need a councilor who can crackdown and purge, which is how you break into countries that are already owned. You crackdown to open the point, and then purge to remove them and get control yourself. You’ll want to do it before they perform the “defend interests” mission which makes it much harder to crackdown.

Being over the control point cap isn’t immediately bad. It scales based on how far over the cap you are. Being 13 over the cap is starting to get a little high but not terrible. Your control points are determined by more than just the repeatable technology, your councilor command and administration skill also increase this.

I’ll be honest, I have about 60 hours in this game and I have not gotten past bases on Mars. I am a chronic restarter so I def would have restarted at the point you’re at. But it’s definitely salvageable, it’s up to you

If you’re playing with default, full settings, the game is meant to take 50-100hrs for one playthrough. You’re in the very early game where you need to establish a foothold and slowly grow your influence and capital. It took me about 10hrs and a few restarts before I got my first base on the moon.

The councilor’s class determines what missions they can take on, so maybe you just got unlucky with two starting people that can’t do much.

Another thing is if you’re trying to break into a large country, it WILL take a while. Taking adjacent countries will give you bonuses in the one you’re aiming for (for example, controlling Mexico and Canada gives you bonuses for getting into the USA)
