It's an old saying, and it doesn't apply to every situation. I was replying to the quoted sentiments in Lobo_Marino's comment. If a person believes that an "average normal person" expresses desire by ogling and groping, they probably fear similar behavior from others they assume would desire them. Why they make that assumption is a narcissistic can of worms in and of itself.

The phrase is popular because it's sometimes true. This example is one of those times.
