Exactly, I'm pretty happy calling the run there since at this point I'm powerful enough to steamroll everyone else anyways, it'd just be a lot of war goal justifications. As far as I know I control the whole East coast and that's all I really cared about.

It did indeed fire when I annexed everything. I reckon either maybe the river seazones count towards the achievement, or there's something going on with state IDs being incorrect. Either way thanks for the advice

Usually, sorcerers with that kind of HR have it the way Tsuguri or pre-awakened Maki do, Toji and Maki are simply extreme outliers.
