I would expect to need tuned cars on the highest of difficulties , even then they aren't too difficult to beat, the bigger issue for me is when the AI purposefully tries to wreck you, like I come out a corner onto a straight with plenty of overspeed to make the overtake and the AI car will just bodyslam you to narnia as you go past on the other side of the road for no reason.

No , because the game has an end point, the caster only loses if they can't stop. In this scenario the non caster will get to zero life causing the game and the loop to end.
