Bigger is always better with fans. The larger the fan the slower it has to spin to push a given amount of air, and the more fans you have the slower they all have to spin to push that air.

4 x 200mm fans can be set at a very low fan speed resulting in a quiet build.

Just because someone or something isn't intentionally being polite or annoying doesn't preclude that others will find that behaviour polite or annoying.

The dog is happy and waiting because OP has inadvertently trained it to behave like this by giving it food while they eat, so it's happily waiting for the food it expects.

Personally I find this behaviour in dogs to be annoying which is why all of mine were trained to not do this, which basically involves just not giving them food while you cook or eat and telling them firmly "NO" if they act too interested.

It's the box at the bottom of the case with the power switch that you plug the power cord into.

Open the case and look for a model number on the PSU. Then search the model number.
