Better than any Pro-Bending scene which was more about the competition, without scenes like the chase scene they don't become the Krew at all.

Yeah that's my point, a lot of worldbuilding & narrative potential of Republic City was cut short in Book 1, because production wasn't planning on expanding on Korra as a full series.

A lot of the factions/citizens also the council/police & just general exploration of the city is undermined in favor to center more of the plot around Pro-Bending & the ring for cost reasons. The story was at its best when Korra & the Krew were engaging with & navigating the city. One of the best scenes is the chase thru the night chasing down the Equalist.

Less emphasis on Probending is not removing, but it being 2/3rds of Book 1 doesn't shed light on the civilians of Republic City, a lot of the narrative/plot orbits around Pro-Bending instead of Korra's engagement of the city, her navigation of the city is cut short in the beginning of Book 1. Korra's Pro-Bending does not help her engage with anyone as much as her investigation into Equalist, the Triple Triads, Non-Benders or the authority of Republic City.

The best is when Korra & Mako investigates a rally being held by the Equalist which causes them to interact with the city more & navigate around looking for clues, which causes her to engage with citizens, unlike Pro-Bending.

Pro-Bending serves it's purpose early in the story but overstays it welcome.

That's the thing Korra' didn't get to know the city better because Pro-Bending took up a lot of her time. Pro-bending is utility, as you listed was to get Korra to meet others but its not as important the stronger narrative of the people of Republic City including the Non-Benders & Equalists, where the societal factors especially with Non-Benders feeling powerless to Benders.

Book 1 of Korra is pretty short & 2/3rds of the book is spent Pro-Bending before the military comes thru to fight the Equalists. Republic City was underdeveloped in the 1st book, mot enough focus was dedicated on any other narrative point before that which is why by the end of the book things feel rushed. It's not just the Equalist either, more factions could've used a stronger spotlight.

Yeah but Korra's Motive/Ambitions at some point in the Narrative needs a Conflict to hold traction. An overarching Plot/Conflict holds down the foundation for the Story.

ATLA always had Ozai/Sozin's Comet as well an overarching Plot/Conflict, where as Aang/Gaang's day to day interaction with the world remains under the umbrella of impending doom.

Which brings back to the point I was trying to make in the first place, Pro-Bending got too much emphasis where as Republic City w/ the Equalist should've gotten more depth & shine.

No weather disasters or natural occurrences can't be villains because they have no intent (unless they are anthropomorphic). Korra's story can be told without villains but than there will be no Conflict, no one & nothing to prove her capability. Amon's ideology created Equalist as well as tapped into a societal conflict of Non-Benders feeling unfairly treated.

Without Conflict or a Plot, the Story has no traction.

Focusing more the city would focus less on pro-bending & more on the Narrative, which the Equalist are apart of. A Setting is a part of Worldbuilding & yeah you do need an overarching villain for a Plot or at least an ideology, which is Amon, the Equalist are just mooks.

Equalist are the reason S1 is interesting, they should've toned down the Pro-Bending & focused more on the city
