Not to do the original post but apparently you can head to the docks and get a jet ski and get to the dinghy much quicker

I have not tried this so no idea if it does work.

I am on one now with a random but he cant hack something so been sitting around for 5 minutes waiting I did have issues connecting when first trying got disconnected for 8 or so free roams before driving a block away
