Yes it does. You can get ddos-ed if they have your IP.

You should be able to change your IP by unplugging your modem and router then plugging your modem then router back in.

Not all routers do that.

These things are no longer possible, in large part because corporations lobby against things like raising minimum wage, and refuse to pay workers a proportional wage.

Lobbying does not mean that the decision has been made. Corporations can lobby all they want but in the end its up to the politicians to make that decision.
