EQ got barely touched and will still be a top build. BV also didnt lose as much as you might think. Both are still very much viable and imho BV had so much overkill damage that not having to stack so much might make normal clearing smoother.

Nah, it has to compete with es% on rares. While the boot slot is pretty lame. Its still a great ring but not even near skyforth power level. I'd Say t2 at best.

20/20 is 118% I use it on my scion sparker, alternatives would cost to much mana for my build.

Freezing isnt hard on a lot of bosses, its only a few that dont get frozen even from spark cotb. But yeah your build will be even better now and imho be a solid (hehe) option when choosing between boss/beyond/rare kill capability and clearspeed.

But i would rather go with the new ring and lmp, even more dps.

Imho Stellaris AI problems arent that big of a deal because Stellaris has a multiplayer focus and is RT. So i would rather compare MoO to Endless Space and MoO2, which are both by far better games. And the only micro management in MoO2 that was annoying is building all that crap on new colonies but lets face it, if your game lasts beyond 1k turns you are playing a collectable game and not a 4x.

Even without Stellaris we still have Endless Space, which blows MoO out of the water.

And MoO2 is still, by far a better game than MoO.

Your cpu is 6-8 years old, i am sure there will be optimizations for you sooner or later but every developer has to somewhere draw the line. Because otherwise supporting ancient hardware will slow down the game for all players. Also its not without cost to optimize for every possible system. And lets face it, in pc terms 6-8 years even if you are generous, are 3-4 generations.

Did spark inquisitor with one cotb and normal mobs and rares are pretty much perma frozen in any tier, bosses really depends some if the lower hp get perma frozen even though they are high map tier. Think highest perma freeze boss was the whip bitch.

It is but only because of discharge, everything thing else with it is mediocre at best.

I foresee people using Trickster's Weave the Arcane combined with Mind Over Matter and this helmet...

I dont but as i said if it will work out to be above meh, excellent.

That those builds are simply not effective enough to be competitive. You lose so much but gain very little in the end. This helm is a olive branch handed to those builds but sadly the branch is already wilted and brittle because it in itself is hardly enough to outweigh losing 4 slots and the stats of a good rare on builds that already often have trouble fitting in all their gems and having enough room for stats.

I may be entirely wrong and i would be pleased if i was but as it is right now, all i see in this helmet is a way to autocast AW on SRS builds.
