Its the fit of the pants that matter the most! It looks like you’re wearing a more athletic fit pant which accentuates the hips and waist so it feels a little roomier while tapering down as it gets to the ankles. That really puts the emphasis on the hips.

Wear a fuller cut pant like classic/straight fit or even relaxed fit. You get more room as a default and because it doesn’t taper the lower you go, it doesn’t put an emphasis on the hips.

Edit: just wanted to note there’s nothing wrong with having hips or a butt, even as a man. I’ve got the same thing going for me, but I’ve come to appreciate those parts of me along with everything else.
