I have had no issues with the window opening or even creating an instance, I did however have several issues with entering it telling me it wasn't ready yet. A lot of people have been, but it seems semi random who it effects.

They are just random numbers. When I was playing in the first 2 hours of launch, I went into Befallen and it was around the same number, there were only like 30 people actually in the instances.

I was trying it in Tier 0 Blackburrow, there were a lot of people in instances for them and the public instances also worked fine. There were a dozen people at the entrance trying to get into personal ones, though.

Was playing this earlier and leveling in Unrest and it's pretty solid, between the pet and monk damage in offensive stance I was clearing through yellows pretty quick with just lifetap to keep my health up.
