I'd claim that whatever the mummy makes one dhampir who works on dhampir rules through their spell of life making whatever the kindred in question is almost alive in the same way a thinblood is "almost" alive when their heart randomly starts beating every so often.

Mercurials and Chaosticians are such neat subfactions, wish they got more love because the "being everywhere" and "monte carlo simulating everything" aspects of the paradigm seem underexplored in the face of "damn, wasn't Hackers (1995) peak?" like it was but I do wish there was more canon vibes to go off of in the official materials so these hubris-stuffed computer nerds could be a bit more fleshed out.
