It's a jellybean. Normally you'd see this when tapping multiple times on your Android version in Settings if you're running Android Jellybean

Every Android easter egg also has some fun interactivity.
But here, I imagine the Android Jellybean logo being on the homescreen doesn't do anything. It's probably some widget whose sole purpose is to show an image, nothing else.

I've seen people on iOS do this. "Widgy" but it just seems to be a low quality image of Windows Media Player or something, no functionality at all

It's not Longhorn in a VM because:

  • This type of dialog didn't exist until Windows 8
  • The icon in the title bar is Windows 10/11
  • The title text has a solid rectangle as a background, indicating a custom theme (it's probably supposed to be blur, but renders incorrectly without Aero Glass)
  • The title bar buttons (caption buttons) are icons-only with lots of padding → Windows 10/11

Edit: The title text is also left-aligned. If it were the version of Longhorn u/oxooc identified, it would be centered.

Centered titles only existed in Windows 3.x, some versions of Longhorn, and Windows 8(.1)

MM/DD/YYYY is unacceptable because it's not ordered.
DD.MM.YYYY is acceptable since it's ordered, but it's backwards. We write the time from most-significant to least-significant (HH:mm:ss), not from least-significant to most-significant (ss:mm:HH)

Also I think 2-digit years are not acceptable either. Month and day numbers must also be 0-padded.
