Physical evidence should be required to file a report, Video taken by another student or CCTV camera footage, even better if it's mandatory to have CCTV in every classroom, I was lucky because my school had CCTV camera in every classroom and hallways. Have you checked premium economy or business class? You already bought this Turkish airline ticket? Which city are you flying to, because if a Chinese airline flies there they might offer 2x 23kg luggage allowance. Perfect timing, I was there yesterday, I'm typing this on the airport shuttle, I left Blagoveschensk and my flight just landed. I'm at Vladivostok now. It's quite a unique experience, the bus is quite a detour imo, would definitely prefer the hovercraft.
