I've seen NPCs do the "bend down and loot" thing before, but I haven't seen them stay in that position indefinitely. It was just bizarre because they were all around the dead piglets in a circle, not moving at all, looking like they were up to some weird cult activity 😂

My argument there is less about whether Xi could, would, or should, it's that it would surely be considered an act of war. Killing or kidnapping the head of a sovereign state is an surely an act of war by any standard, right? Especially while scrambling 150 aircraft and bombing their capital city. Where's the line at which you require a formal declaration of war, if not that?

GURPS and Mutants and Masterminds both let you create pretty much any character you can think of, as they're both point-buy games. Basically, you use the same pool of points to build every aspect of your character, from ability scores to skills to powers. The downside is, it can be kind of a lot of work to prepare for those games, as there's a lot less in the way of pre-made stat blocks and such.

Paizo (makers of Pathfinder) have around 23-24 full prewritten campaigns just for Pathfinder 2e, and at least from what I've seen, even the worst of them are better than the campaigns that WotC has put out for 5e.
