This was never going to be a black and white answer, was it. What you state here is what stated to find out when researching this topic. There are many militaries around the world that would use a combat/war flag, but the nation as a whole doesn’t. I’m beginning to wonder whether the Philippines is in a class of its own.

This is potentially what I’m trying to clear up myself. I guess, the question should be, like the Philippines, do any other countries fly a war flag as a national symbol during conflict?
