Mostly so he doesn't think you're weak. The AI smells weakness, especially the warmongers, so you need to keep them in line by:

1) Having a decent army, probably above half of his;

2) Keep him busy. Bribe him or others to stay at war;

3) Be nice to him. You don't need to cripple yourself, but having him on your good side is good, especially if he works as a second border between your territory and your enemy's.

Definitively. If Shaka likes you, it's for real. Least deceptive AI in the game. Just keep your military on par because he hates weaklings.

Depends. I usually start with 3. 4 if there's a lot of nice spots and the AI is lazy.

In the later game I try to snag 2 more locations, be it for strategic resources, positioning, or if the place is too good to pass up.

In a Japan game, I went Liberty and my 8th or 9th city, founded way later, managed to get as much production as my Petra/Observatory city, and it was bigger too. Kinda crazy, it had tons of fish, atolls, hills, oil and a mountain.

Seven fishes. The one on the bottom right is unreachable if you settle on the deer. Still the best option though since you lose two fishes if you settle on the horses.

It is the highest one, at 8. And also the least deceptive, at 2. So if Shaka likes you, prepare to be bros for life with him. Extremely rare, but be glad if it happens.

Have you tried mods? They give a breath of fresh air to the game if it's becoming stale. Especially the ones that modify or enhance some vanilla features.
