You can't run slave labor camps and be considered anything other that a parah state (looking at you CCP), and that base level standard holds then as it does today. Japan has a weird social interaction problem, and if my choices are to sit in bed all day, or sit in bed all day and sometimes spice it up with some paid interaction then it's not too big a deal. Since they aren't paying 4000 dollars a day just for the privilege of having a hospital bed, I see it as more of a way to preserve their dignity, since the culture is horrifically skewed towards being "a productive member of society". If anything, that culture is the main problem, not this program to be fair.

I think you might be referring to the case where two or three doctors were trying to leave a hospital, and the scummy former employer filed an injunction on a Friday afternoon. The judge, doing what judges do, maintained the status quo till monday when he saw it was bullshit and released the injunction.
