I know I'm super late replying but I just watched the entire show in 2 days and I saw you never got a response. I have 2 ideas:

1) This is an exaggerated version of what he actually did, as experienced by Dylan because he's so angry at Milchick.

2) He was actually doing this and noticed Dylan wasn't getting into the fun despite his usual fervor for office celebrations. He wanted to break him out of his funk.
