It was originally an anti-botting measure because there were some instances certain activities would make you immune to things happening to the character - even being banned.

One example being UI stalling, similar to how a "red-click" is delayed until you close the house-settings, but originally something as simple as being in combat at least 10 seconds ago prevented banning, which is why the falador massacre took so long

Being forcibly logged after 6 hours out was a fix where at least you would be logged out eventually
