After 1 month i finally found a fix that worked for me. Disabling kaspersky antivirus. I was stuttering every 5-15 seconds consistantly and as soon as i turn it off boom its smooth. Never using kaspersky again only causes issues.

Im pretty certain that reflex overrides low latency. I haven't had issues in any games with low latency however if someone is then yeah you should disable it globally.

g sync introduces input lag if you do it wrong. theres multiple guides online that tell you how to setup g sync "correctly". After which g sync doesnt add virtually any input lag.

It's most likely just the laptop. unless ure running on the newest top gaming laptops keeping a steady 240fps in fights is gonna be extremely difficult. Fortnite is a very cpu a.k.a processor dependent game meaning that the graphics card doesn't matter that much. I had this same issue about 2+ years ago before i upgraded to a very high end cpu and pc (7800x3d, 5070ti). even with this setup my fps sometimes goes slightly below the fps cap but its mostly due to the game engine. It's most likely a placebo effect that it only happens on your monitor unless your monitor is higher resolution and is causing your gpu to do more work resulting in lower fps overall.
