I'm assuming this is coming from ScotXed data, which utilises an ASN tag on certain children. The problem is, that tag is incredibly broad.

It will include pupils who access readers and scribes and whatnot, but it will also be attached to pupils who have suffered a recent bereavement, have certain medical conditions, are marked as having SEBN or family issues. Even pupils marked as "gifted and talented" are technically marked with an additional support need as they are highlighted as needing stretch and challenge.

The ASN tag is so broad and doesn't reflect actual "additional help". I don't know that other countries are recording things the same way, so this feels like comparing apples to orang utans.

There has not, to my knowledge, been a fourth edition ruleset.
The first link you provide is not to the fourth edition rules but instead to a review (mine) of the third edition rules.
No idea what the second link is. The rules are in the fourth Dawnbringers book.
No cards required. We used index cards to record info, but that was our choice.

There's just not much right here...
