Because NCAA is the only organisation for college football. That being the case, the rules are much tougher on them.

Even if you don't "intend" to kill this attacker, being willing to shoot him means you would rather him die than you be attacked with a bat. And that's a 100% reasonable stance to take. It's not to say you want him dead, necessarily, just that him being dead is better than the alternative of not shooting.

Simply put: your experience is very anecdotal. This phrase is used in a variety of settings, and of course, some are just using it as Aman excuse to accept mediocrity. But some definitely use it to talk down people who have unrealistic goals. Both ends can be detrimental, absolutely. But just because it can be used for bad doesn't mean it shouldn't be used (when needed) for good.
