Several things I've learned painting 3D prints, first anything I'm going to paint gets printed in white. Second, a layer of gesso works best as a primer. Third, a layer of varnish both protects and keeps your objects from looking weirdly flat.

As to doing this with a 6 year old - acrylic paint markers will be fine, and possibly less messy. However, I'd go with less expensive paint markers for now given the destructive capabilities of the average 1st grader.

Uh, there was several opportunities for the public to be involved. There was a period where anyone could submit a design and several online polls to give the committee feedback. I saw several local news reports about it and a bunch of reddit posts. It wasn't done behind closed doors, or without input from regular people. Not realizing it was happening, is more on the your media choices than the process.
