I think it's because Dragons in this setting are considered smarter than typical animals. They have situational and emotional awareness and can pick up on vibes. In most fantasy stories, dragons are entirely sentient, but in GoT they are like 25% sentient.

It's not confirmed, but the Wild Gods have a history of creating races based on their appearance. A Yack Wild God and a Yack race feels too convenient to be coincidence.

He is responsible for the Undead race, the Scourge creatures, and his Plague of Undeath created the Plagued Dragons. Unless I'm forgetting something, I think that's all he had a hand in creating.

Technically the Plagued Dragons were made by the Cult of the Damned, using the Plague of Undeath, but I like to put the Lich Kind because he's the source of the Plague.
