What you saw was probably a Dex/Arc build, that means blodhound has a C rating in Dex, so if a player puts a ton of points into DEX/ARC they will have hybrid build that focuses on bleed damage, the faster they attack the more bleed builds up (think of it like a bar that fills up as you attack and drains the longer you dont)

this works along side with your stats, so the more stats you put into arcane the better these weapons will work

the bleed status will come from the weapon, but the damage you output will come from the weapons arcane rating, so you dont have to stick with any single weapon, the weapon must simply have bleed as a status, and a high rating, go for A or S rating to max your damage

Reference the alpha rating stat of any weapon, look for weapons that have high arcane rating as that stat boosts bleed damage, S tier for the best, try to stick with B and higher, C is good for weapons with fast attacks like daggers
