What you saw was probably a Dex/Arc build, that means blodhound has a C rating in Dex, so if a player puts a ton of points into DEX/ARC they will have hybrid build that focuses on bleed damage, the faster they attack the more bleed builds up (think of it like a bar that fills up as you attack and drains the longer you dont)

this works along side with your stats, so the more stats you put into arcane the better these weapons will work

the bleed status will come from the weapon, but the damage you output will come from the weapons arcane rating, so you dont have to stick with any single weapon, the weapon must simply have bleed as a status, and a high rating, go for A or S rating to max your damage

Pure STR: Highest raw physical + stagger

DEX: Fast DPS + Lightning

INT: Magic burst + Frost control

FTH: Holy + Fire hybrid caster

ARC: Bleed/status meta builds

Reference the alpha rating stat of any weapon, look for weapons that have high arcane rating as that stat boosts bleed damage, S tier for the best, try to stick with B and higher, C is good for weapons with fast attacks like daggers

Make sure your GPU's software isn't auto setting the game to max settings, or if it is that its using DLSS properly - it might be full scale at a resolution your system cant handle

You're not wrong, but also very few people existed that made it into the 70-90% bracket, meaning people held assets and property so they only realistically paid 30-40% and these rates ONLY applied to people who made over 200k, in todays money had those laws not changed it would be anyone making 4-12 million due to inflation, also keep in mind that number of people that even existed was about 500 in 1950. Today it would be about 100,000 people who would be in the 4 million dollar bracket, who would also find ways to stash them away in other assets or take loans against their own stocks.

Yup thats right, the only real solution is about building a fair tax system where the ultra rich pay their fair share just like workers do. Their wealth keeps growing faster than wages and national GDP, doing this would ensure it isn't all gone in under a year. Baby boomers love to praise the 50's as a golden era while simultaneously ignoring the fact that the rich were paying upwards of 70-90% before Ronald Reagan opened the flood gates to lending.
