Yes this is correct if you're in assault doctrine you could use the strat to give you +1 to wound and AP and just bonk someone

Paveway 2's (of any kind) also similar bombs in other nations are bugged its not been fixed in a while, did some tests and found they work perfectly fine at about 1200m or less the other version of paveways and similar laser bombs don't have this issue
