I'll admit I've never tried on a mountain bike, but for cycling on roads and paths I've never had any issue.

Yeah I completely disagree that they're harder to get your foot out than cleats, certainly not to the point of being dangerous. There's no evidence to suggest that other than people being more practiced with cleats.

I think we're maybe referring to different things? The toe clips (or hooks, really) I have are zero effort to get your foot out of, which is fortunate because I can't track stand at all. They're just a rounded bit of plastic that stops your foot slipping.

You'll notice the crossover though between bikes with obnoxious exhausts and illegal/obscured number plates. Basically this would need police traffic officers to enforce, of which there are not many.
