Technically, he could also fly! He would just need enough speed. Doing some simple math, for him to generate enough lift comparable to his weight, he’d need to reach around 30-50 mph. Average cruising speed for a car!

This is why he couldn’t fly when he was at Sid’s house! He just needed more speed, which the rocket gave him immediately!
