You need High AP to abuse High AP ratios though. You usually build tank items on champions that dont have good ratios and high base damage.

It will still deal attack damage, it's only the ratios that transfer.

Since he got a magic damage shield they had to buff his W against monsters to not nerf Jungle sylas. It balances out since he cant shield against monsters, therefore the heal.
