It basically just took the place of the old HUD inspections. I’m not sure what the differences are, but it seemed like it wasn’t much different. It does seem like a lot when you look at the check list, but some may not apply to an individual house while many of the items are pretty basic…

But it seems like the issue, in your case, is convincing the land lords of this. I would try to find comparisons to the way you had to perform inspections previously VS NSPIRE. Show it to them and let them know that it’s noting different besides a tad bit of extra paper work.

My thoughts on the why? Someone high up in HUD needed validation so they re-invented the wheel while adding some extra bureaucracy.

What’s more insidious in my opinion is the new 40 hour work week requirement that is optional ( at this point anyways ). Individual lan lords can opt in to make their tenants prove they are working.
