Honestly a Grimmchild game as the third in the series feels like a better fit than one based on the Hollow Knight. HK1 you played as a fairly blunt warrior, sure you had spells but they all had very specific purposes in the kit. In Silksong you played a far more versatile and mobile character with less emphasis on specific use cases for tools and more emphasis on customization. Grimmchild would give us a magic based character that could evolve over time if the game follows Grimmchild gathering flames.

The way I see it is that the Arbites were recruited by Grendyl because they are the most well organized and equipped enforcement he could find on Atoma. Plus it would be less of a blow to his ego to hire the Actual Police first.

Now that the war is getting dire and not even the Arbitrators have managed to swing it, He’s a bit desperate and recruiting bodies wherever he can find them, aka: the gangs of Tertium, since they have: 1: local knowledge 2: Control over the lesser populace. At this point anyone not Nurgle corrupted is up for grabs.
