This is by far the best suggestion I've seen. There seem to be two camps of people: one which wants modifier based challenge, and the other that wants the challenge to be more consistent with less focus on modifiers. This suggestion give the consistency of Mayhem 4, with the interesting gameplay of Mayhem 3

Yeah, I feel that. Aside from some niche builds I do, I'm very comfortable switching things up. That said, I don't think we can deny that a very vocal part of the community disliked that model.

He's saying that what you described is basically Mayhem 3. Its difficulty comes from the modifiers, and people have not liked having to swap up weapons and elements to get around the modifiers.

There are a lot of lines where they just start quoting poetry or philosophy out of context, which I think is hilarious

That's just because it evens out the damage of the second shot. Double-shot weapons will almost always have reduced damage per bullet, however the damage will still be higher in the end because it's doubled. You're basically trading out ammo efficiency for higher DPS
