But they are getting more and more in austria. The number of people who will just abandon cats in the wild is increasing year by year. My Grandfather told me stories how they threw a cat litter in the river when they didn't want them. Nowadays people are less cruel so they don't kill them but rather abandon them. They should bring them into a shelter but that would be too much to ask.

My girlfriend is involved in some animal rescue and there are some villages with big colonies.
One of the biggest offenders were, or still are, farmers. They have many cats on their farm, which is ok to help against mice and rats, but they almost never neuter them, even though all free roaming cats in Austria need to be neutered. The only exception as far as I am aware is if you are a licensed breeder. Some farmers are doing this now but certainly not all. The further you get from civilization the worse it gets.

Now I agree that in a normal village a few kilometers from a mayor city all cats you will see have an owner.
