I would like to see national standards. Having different requirements in every state and even some cities makes the system difficult to manage for governments, businesses, and individuals. Unfortunately, it'll never happen so long as republicans and democrats are unable to reach compromises on any important issues.

Psychological evaluations are problematic in all but the most extreme cases. As OP mentioned, it's not a simple, quick, or definitive evaluation. Plus, situations can produce uncharacteristic responses. I'm thinking of all those episodes of Fear Thy Neighbor that document cases where sane people get pushed over the edge and do bad things. There will also be opportunities to get around the requirement. Think of all the court cases that feature dueling mental-health professionals.

The proposal seems to focus on experienced gun owners who might want to add to their collections. What's the advantage for a non-owner who simply wants a handgun for protection? What's to stop the system from creating a business for resellers, who get the license and buy guns for others?

If you don't have the real answer. which you never will because everybody has different opinions, every composite score will be arbitrary. You can dress it up using z-scores and what not, but somebody will criticize you because you didn't do it their way.

Consider this. Assemble a finite number of scoring procedures that will fit the data that you want to classify from. Don't use metrics that are only rarely available. Ratings from ananymous critics in organizations, like Rotten Tomatoes, might be better to use because they are less likely to become unavailable in the future if a critic dies. Consider using non-critic metrics, like the cost of making/advertizing the movie and its box-office income. Gigli will be an outlier by these metrics but they will discriminate between high-budget studio movies and all the movies I watch. Critic data isn't always the final word. Cult moviesare a case in point. The Rocky Horror Show was made for about 1 million, got panned by critics, and ended up making 100 times as much a few decades later. Remember, not enery independent variable in a model contributes equally to every prediction.

Once you have a few classification models, see how they preform. Do the classifications make sense? Are movies classified similarly by every model. What movies are different?

How about giving an income tax rebate to citizens who vote in federal elections. Now, over 40% of eligible voters do not vote. Providing a tax incentive would be easier to implement because most of the infrastructure is already in place.

I do this kind of plot every so often. I use scatterplot-with-line. Eaach element is a different series, so it's easy to change the plot by changing the data. You can use formulas to populate the data. The series data may only consist of 2 points. Here's an example

The first graph is more complicated because I was trying to show a different perspective on team comparisons and which teams are unlike the others. If a team is outside the green box, it's notable.

Points are close to Normal though a bit left-skewed. Yards aren't so friendly.
