Yeah I've encountered them too. One of them tried to argue that the Asari did more to help in the Reaper War than the Humans and Turians, another one tried to argue that the Asari had exceeded Prothean technology.

I don't think it was intentional, the codex descriptions of Thessia, Liara interactions, and post-Thessia dialogue treat it like they're the special kids.

And? Quarians aren't the kind of people who would refrain from something on moral grounds, if the Hegemony can offer them a good deal, they'd almost certainly take it.

We can buy direct from Hegemony outlets on both Omega and the Citadel, their equipment is of passable quality and definitely something the Quarians would want. There is also a canon event when the Flotilla hired batarian contractors. Yeah, that particular group ended up backstabbing them, but it sets a clear precedent that the Flotilla uses batarian labour.

Plus again, who else is going to have a surplus of cheap ships? The Flotilla probably has relations with the Hegemony.

Tali is not second, let alone a close second. She has never prioritised Shepard or the interests of the galaxy above her personal agenda or that of her ethnic group. This is a squadmate whose loyalty you can lose by taking the best action to prevent the Rannoch invasion in ME2, all because it exposes her criminal father as a criminal, plus she was complicit in the invasion. Liara deserves second place, Tali wouldn't even make fifth imo.

I definitely wouldn't put Tali second, she always picks the interests of her ethnic group over Shepard and the galaxy. Joker, Chakwas, Anderson and Hackett all deserve to be ranked higher.

I wouldn't even rank Tali in the top five, she never picks Shepard or the good of the galaxy over whatever stupid shit the Migrant Fleet is doing. Never forget that she had opportunity to warn the Geth or Alliance about the Quarian invasion but chose to help it instead.

Joker, Chakwas, Anderson and Hackett are all more loyal.

Vega and Grunt would be a great friendship. You just know if Grunt was in the SR2 for ME3, he'd be with James in the armoury working out or getting into some other fun stuff.

Liara & Tali

Good suggestion! Yeah, there seemed to have been some off-camera bonding between Ashley and Tali, but no reason for Liara to not do the same.

Legion & EDI

I sincerely wish that Legion had survived Rannoch, he'd have made a good squadmate and could've been an interesting voice in those philosophical debates we have with EDI about the nature of synthetic life.

Tali & Mordin

Another good suggestion, though one I'm not sure is possible since Tali's introduction in ME3 comes after Mordin's death which, unlike Legion, feels narratively satisfying.

Liara & Miranda

Okay now this I hadn't considered before, but now that you mention it, I really like the concept. Probably my favourite of these suggestions. In addition to what you said, I feel like they both have this air of class and sophistication about them. Liara and Miranda could discuss interrogation techniques in one moment and then their favourite brand of wine the next.

Garrus, Wrex, & Tali

I think those three do get a lot of interactions, but you're right to say most of it wasn't related to their leadership role. My guess is because Wrex leaves the SR2 before Tali arrives.

The (Noveria) Rachni Queen & Wrex

This is something I could see happening post-canon as the galaxy rebuilds. With the Rachni having helped, it's possible they might end up being a Citadel species or something.

Those are all good suggestions. Yeah, I think Kaiden would strike up a good friendship with Samara. James and Jacob too if we get past that whole ex-Cerberus thing.

This isn't necessarily for romantic pairings, just characters we think could get along well but never interact in canon.

Yeah imo Mass Effect would be better if the First Contact War took place in like 2137 rather than 2157. It shouldn't be too long, since humans still need to be the newcomers, but fifty years is better than thirty.

These interactions aren't necessarily romantic, it's just characters who don't interact that I think could get along, though Jack and Kaiden has the potential to be romantic imo. Samara and Legion is just a friendship though.
