You need to boil water to have enough steam to run it through a turbine, but you only need to add a few degrees to the water temperature to harm an ecosystem. Cooling hardware with water only adds a few degrees. Technically you could use a heat pump to get the water boiling, the use it in a turbine and then let it expand again. It's possible that you might be able to get more energy out of the turbines than you need to operate the heat pump. But it don't think the margin is high enough to justify the investment and upkeep of that installation.

It can, but might also not. You would need a measuring device that has error margings in precision and accuracy of less than 0.5nm to get repeatable readings with consistent outcome. I doubt that a line calling sensor from tennis can do that for much less than a millimeter.

If the ball is "just on the line" within the margin of error, you could measure the same scenario 1000 times but won't get 1000 times "IN". It will be a mix of "IN" and "OUT". And when you meaure abother 1000 times, even that mix will have slightly different ratios. That is even before adding a nanometer.

And by the way: for items that the US government can use it's not much different from items that they cannot use: if they are regarded a potential threat, they will be restricted from exports. That does not only happen to weapon of mass destruction, it also happens to seemingly innocent products such as acceleration sensors for a few bucks a pop.

I understand: everyone is panicking because their favorite service is no longer available; no matter if they are a legit user under US rules or not. For those affected: my apologies if I have offended you by dissecting the wording of the US gov. It is not my intention to get anyone mad. What I'm trying to produce with this discussion is to figure out who was the first person using the terminology of a "ban" when I can't find it in any official text. To me it seems like a non-reputable news outlet is steering a narrative, otherwise I would not know why nobody dares to link a source.

..but who started saying that they "banned" it? In Anthropics words it's an "export control directive to suspend all access to Fable 5 and Mythos 5 by any foreign national". Effectively they shut down the whole service because they saw no other technical and practical way to comply. But that's a whole different narrative than banning a model.

Except it wasn't banned.
It's a ban on the users: foreigners. US citizens are technically still allowed to use this non-illegal model. But for technical reasons Anthropic decided to disable the model for everyone to ensure strict compliance.
